You can manage a Dubai property from abroad: the holiday home permit is applied for online with a passport, a power of attorney can be signed remotely, and an owner tax resident in France declares the income there. Three points need someone on the ground or an agent: meeting guests, UAE VAT from the first night for a non-resident, and checking what actually happens in the unit.
Can you manage a Dubai property from abroad?
Yes. UAE law does not require an owner to live in Dubai to let a property short term. It requires authorisation: Decree No. 41 of 2013 prohibits letting a holiday home (a furnished home let by the night) without a licence from the Department of Economy and Tourism (DET), and an individual owner can only apply for permits on units held in their own name.
The practical limit comes from buildings. Since 29 January 2025, Emaar Community Management has required, across its communities, that the operator is present at the concierge for every arrival, hands over the keys and delivers the unit, in line with DET regulations. A key box and a code sent from Paris or London no longer work in those towers. For an owner living overseas, the question becomes: who will be physically present at each check-in, and how do you verify what they do.
Which steps can a non-resident owner in Dubai handle remotely?
| Step | From abroad | What it takes |
|---|---|---|
| DET holiday home permit | Yes, online portal | Title deed, signed passport copy, recent DEWA bill, developer NOC where the building requires one |
| DET inspection | No, someone on site | Unit vacant, defects fixed within two weeks |
| DEWA account (electricity and water) | Depends | Bill in the owner's name, required for the permit |
| Power of attorney | Yes, two routes | Dubai remote notary by video call, or a foreign deed legalised then attested |
| VAT registration | Yes, EmaraTax portal | From the first night let, for a non-resident |
| Guest check-in | No in Emaar communities | Operator present at the concierge |
| Declaring income in France | Yes | Form 2047, carried to form 2042 C PRO |
The permit itself takes seven steps on DET's portal, from account creation to payment. The process, documents and 2026 fee schedule are set out in our DET permit guide.
The DEWA bill (Dubai Electricity and Water Authority) is part of the permit file. For a non-resident owner it is often the document that holds things up: the account must be open and active before you submit. If an agent handles it, they need a power of attorney that explicitly covers utility accounts.
Power of attorney for a Dubai property: how to sign it from overseas
A special power of attorney limits the agent to listed acts: running the DEWA account, filing the permit application, signing with an operator. It suits an owner who delegates operations without delegating a sale. Two routes exist, according to two guides from Dubai government-services providers updated in February 2026:
- Dubai notary, remotely: the draft is emailed to the Dubai Courts notary, then the principal's identity is checked by video call from abroad.
- Deed signed in your home country: notarised locally, legalised, attested by the UAE embassy, then by the UAE Ministry of Foreign Affairs (MOFAIC) on arrival. Documents submitted in Dubai must be in Arabic or come with a legal translation.
The UAE is not party to the Hague Apostille Convention: the French foreign ministry's table, updated on 15 September 2026, lists French notarial deeds bound for the UAE under legalisation. The UAE Ministry of Foreign Affairs FAQ sets the order for a document issued outside the UAE: the foreign ministry of the issuing country, the UAE embassy or consulate in that country, then the UAE ministry in the UAE. Build the full chain into your timetable.
Draft the power of attorney narrowly. A general power of attorney hands the agent powers that letting does not require.
UAE VAT: does a non-resident owner have to register?
The mandatory VAT registration threshold is AED 375,000 of turnover over 12 months. The Federal Tax Authority (FTA) states that this threshold does not apply to foreign businesses. Airbnb's 2026 tax guide for Dubai spells out the consequence for hosts: an individual or company with no place of residence in the UAE, letting accommodation located in the UAE, must apply for VAT registration from the first supply, whatever its value. The rate for short-term accommodation is 5%.
- Guide example: 5 nights at AED 500, so AED 25 of VAT per night to collect.
- Listed prices: published prices are VAT-inclusive unless stated otherwise.
- Returns: quarterly or monthly, as the FTA sets on registration.
If an operator runs the unit, get it in writing who is the supplier of the stay for VAT purposes, and therefore who collects and remits. Have that structure checked by a UAE tax adviser.
UAE corporate tax: according to the FTA, an individual is only in scope when conducting a business activity in the UAE with turnover above AED 1 million a year. Real estate investment income of an individual is not treated as a business activity.
Dubai rental income: how a French tax resident declares it
The tax treaty between France and the United Arab Emirates, signed on 19 July 1989 and in force since 1 July 1990, settles the question in two articles:
- Article 5: income from immovable property located in the UAE is taxable in the UAE, rental income included.
- Article 19: that income is also taxable in France for a French resident, who is entitled to a tax credit "equal to the amount of the corresponding French tax".
The 2047 notice (2025 income) describes the effect: French tax is calculated on the foreign income, then cancelled by a credit of the same amount. The Dubai income still counts when setting the tax rate on your other French income. The notice specifies that French tax means income tax plus social levies.
In practice, for non-professional furnished letting:
- Report the income on form 2047 (foreign-source income), converted into euros at the exchange rate on the day it is received.
- Carry it to form 2042 C PRO, lines 5EY, 5FY or 5GY, and to line 8TK of form 2042.
- Under the micro regime, enter the profit after the flat allowance, in the actual-profit section of form 2042 C PRO, as the notice requires.
Point to confirm: the same notice states that, in general, this credit is granted on condition that tax was actually paid abroad. The UAE levies no income tax on these rents. How this applies to you is a question for a French tax lawyer or accountant, before you file. The choice of regime is covered in micro-BIC or actual-profit regime.
Managing a Dubai property from abroad: the control checklist
The fear of an owner 5,000 km away comes down to one question: how do I verify. Here is what we recommend you require from whoever manages your property.
- DET permit number and expiry date, in writing, and the same number shown on every listing.
- Read access to the booking calendar, to compare nights sold with nights reported.
- Line-by-line monthly statement: every booking, every platform fee, every expense with an invoice.
- Fixed payout date to your account, written into the contract.
- Copy of the DEWA bill each month: high consumption on empty nights is a signal.
- VAT status: who is registered, under which number, and copies of the returns filed.
- Insurance valid for the full term of the permit, from a Dubai-licensed insurer.
- Dated photos of the unit after each clean or technical visit.
- Special power of attorney limited to operating acts, with an end date.
- Home-country tax documents: an annual statement in dirhams and euros, ready for form 2047.
To judge a statement, use an honest monthly owner statement and the lines it should contain. The full legal framework is summarised on our Dubai compliance page.

Can I rent out my Dubai property from outside the UAE?
Yes, with a DET holiday home permit in the owner's name. The file is submitted online with a signed passport copy. In Emaar communities, guests must be met in person at the concierge since January 2025.
Do I need a power of attorney to manage a Dubai property from abroad?
Only if someone signs or acts for you with government bodies, for example on the DEWA account. A special power of attorney signed abroad must be legalised then attested in the UAE, or signed remotely before the Dubai notary.
Is Dubai rental income taxed in France?
It is declared in France on form 2047. The 1989 treaty provides a tax credit equal to the French tax, and the income counts towards the rate on your other income. The condition of tax paid abroad mentioned in the notice should be checked with an adviser.
This article is for information only. It does not replace professional legal or tax advice, in France or in the UAE. Rules change: confirm them with the tax authorities and DET before you act.
